The Plan: Legislative Authority for Citizens

A visual guide to how Legislative Authority transforms accountability for all state and local elected officials throughout Florida

The Accountability Gap
Thousands of Florida state and local elected officials cannot be effectively recalled
1,000s
State/Local Officials
NO RECALL
1,000s
Officials with
LIMITED RECALL
5,000+
Total State/Local
Elected Officials

Florida State & Local Officials Who CANNOT Be Recalled

  • 5 State Executive officials: Governor, Lieutenant Governor, Attorney General, CFO, Commissioner of Agriculture
  • 160 State Legislators: 40 State Senators + 120 State Representatives across all Florida districts
  • 536 County Constitutional Officers: Sheriff, Tax Collector, Property Appraiser, Clerk, Comptroller, Supervisor of Elections, State Attorney, Public Defender (67 counties × 8 officers)
  • 335 School Board Members: Across all 67 Florida counties (5 members per county average)
  • Total: 1,036+ officials with NO recall mechanism under current Florida law

Florida Officials with LIMITED Recall

  • 469 County Commissioners: Across all 67 Florida counties (7 commissioners per county average). Recall requires 5-10% of registered voters to sign petition within 30 days, limited to specific grounds (malfeasance, incompetence, felony)
  • 3,500+ Municipal officials: Mayors and council members across 400+ Florida cities and towns - same difficult 30-day petition process with narrow grounds under FL ST 100.361
  • Total: 4,000+ officials with LIMITED recall that is nearly impossible to execute in practice
The Solution: Three Citizen Powers
Legislative Authority grants citizens direct control over ALL elected officials

1Direct Voting Power

Citizens vote directly on any legislation affecting 51% or more of the population at ALL levels: state, county, municipal, and school board.

2Authority to Task Officials

Citizens can direct ANY elected official to create specific legislation addressing constituent concerns and priorities.

3Recall Elections

Citizens can recall ANY state or local elected official who fails to represent constituent interests - including all 1,036+ officials who currently CANNOT be recalled under FL ST 100.361.
